When to use it
Prepare the plan before the approach to market is published, using the same criteria and weightings as the request documentation, and have the delegate approve it. Use the report outline to record the committee’s assessments and recommendation once evaluation is complete.
Used for these tasks
Each task page says how far AI may help with the task and what the lawyer must review.
How AI may be used
AI may build the plan from the request documentation and lay out the evaluation record, but it must not rate, score, rank or recommend; the committee does the evaluation and the delegate approves the report.
AI may
- Copy the published criteria, weightings, conditions for participation and timetable into the plan, and flag any mismatch with the request documentation
- Prepare the compliance screen table listing each mandatory requirement and where each submission addresses it, for a committee member to confirm
- Lay out the report outline with each tenderer’s submission references, leaving every rating, comment and recommendation blank
AI must not
- Must not rate, score, rank or compare submissions, or draft strengths, weaknesses or value for money conclusions
- Must not exclude a submission as non-conforming; it lists possible gaps for a committee member to decide
- Must not process submissions in a tool that is not approved for the procurement, or that retains or trains on the material
The lawyer checks
- Criteria, weightings and any minimum thresholds in the plan are identical to those published in the request documentation
- The rating scale and moderation method are set and approved before submissions are opened
- Every rating in the report is the committee’s own and is supported by reasons tied to the published criteria
- The value for money assessment covers the non-price factors in CPRs para 4.5 that are relevant, and the report records approvals and decisions as para 7.3 expects
Method: how the Green, Yellow and Red levels are decided. This is guidance for planning, not legal advice.
