When to use it
Use when a client responds to a Commonwealth, state or agency approach to market. Adapt the CPR references for state procurements. Do not use to evaluate bids on the buyer's side.
How AI may be used
AI may map tender requirements to response sections and flag gaps, but it must not invent capability claims, and tender documents may be confidential under the approach-to-market terms.
AI may
- Extract every mandatory requirement, condition for participation, schedule, declaration and format rule into a numbered matrix.
- Map draft response sections to the matrix and flag gaps or non-conforming formats.
- Check an AI-drafted response for claims that lack a source in the client's evidence library.
AI must not
- Must not write capability, experience, personnel or pricing claims that the client has not supplied and evidenced.
- Must not upload approach-to-market documents if their terms restrict disclosure.
- Must not decide whether the client meets a condition for participation.
The lawyer checks
- Every mandatory requirement and declaration is answered in the required format.
- Each factual claim, case study and CV in the response is accurate and approved by its owner.
- Confidential material in the response is marked and any claim for confidentiality is justified.
- If AI helped draft the response, the review in section 7 is complete and any AI-use disclosure the ATM requires is made.
