Where this comes from
The official form is published by olg.nsw.gov.au; this page is a completion guide. Last checked on 2026-10-22.
When to use it
Use when a cat or dog in New South Wales is registered at a council rather than paid for in a NSW Pet Registry account. The owner signs. Registration is not complete until the fee is paid.
How AI may be used
AI may check Form R2 against the microchip and owner details the client has confirmed; the owner signs, and the council or the registry records the registration only after the fee is paid.
AI may
- Check the microchip is 15 digits and that species, sex, breed, name and owner contact are present
- List which reduced-fee proof the form asks for, from the category the client identifies
- Flag a missing signature or a missing record of identification
AI must not
- Must not choose the registration type or say a reduced fee applies
- Must not sign the form or state the fee amount. The form does not print one
- Must not treat an unpaid form as registration
The lawyer checks
- The owner is over 18. The form says that is the age to legally own a cat or dog in New South Wales
- Registration is by 12 weeks of age, or immediately on transfer, whichever is first, and the fee is paid
- A reduced-fee category has the proof the form lists for that category
- The verification is the owner's. A false or misleading statement is an offence under the Companion Animals Act 1998, as the form states
Method: how the Green, Yellow and Red levels are decided. This is guidance for planning, not legal advice.
