Against 14 CFR §§ 450.1, 450.3 and 450.5, list which application sections the lawyer says are in the draft and which are missing. Write no sentence of the application.
What the lawyer must review
51 U.S.C. § 50904(a) requires a licence or permit issued or transferred under chapter 509 to launch a launch vehicle, operate a launch site or reentry site, or reenter a reentry vehicle, in the United States, and it reaches certain launches and reentries by a United States citizen outside the United States. Read the subsections before you say an activity is outside the statute. 14 CFR § 450.1 prescribes the requirements for obtaining and maintaining a licence to launch, reenter, or both. Section 450.3 describes what a vehicle operator licence authorises. Section 450.5 says the FAA issues the licence to an applicant who has obtained all approvals and determinations required under the part, and that launches and reentries must accord with the application, subparts C and D, and the licence terms. You are responsible for every statement filed with the FAA.
