- Do not require a conviction for an act after 1 December 2009. The guide does not.

Checklist
- The opened guide and Act do not describe a tribunal that stopped taking new applications, or a date on which files moved to a new body. Applications are assessed under the Victims of Crime Assistance Act 2009.
- For an act of violence after 1 December 2009, the guide says the offender does not need to be convicted.
- For an act before that date, the guide requires a conviction or guilty plea in the District or Supreme Court, a police statement that the offender could not be located, or the Mental Health Review Tribunal path.
- A later challenge uses internal review under s 124 and then QCAT under s 125. It is not a transfer of the file to a new scheme.

Do not look for a pre-November 2024 tribunal file unless the documents themselves name one.
The conviction split is about eligibility. It is not a limitation period.
Health records stay in a firm-controlled tool. ASCR r 9 and APP 11 apply, and a breach may be notifiable under the Privacy Act 1988 (Cth).
