How AI is used
For each federal contract invoice the lawyer marks, copy the contract payment date if the contract states one, the invoice date, and the date the lawyer says the agency received a proper invoice. Do not decide that interest is due and do not prepare a report of the company's own payment times.
What the lawyer must review
31 U.S.C. 3903(a) directs the Director of the Office of Management and Budget to prescribe regulations to carry out section 3902. The regulations shall provide that the required payment date is the date payment is due under the contract, or, except as provided in paragraphs (10) and (11), 30 days after a proper invoice for the amount due is received if a specific payment date is not established by contract. Paragraphs (a)(2) and (a)(4) state shorter dates for specified meat, fish, and dairy acquisitions. Those paragraphs were read only far enough to see that different dates exist. Section 3902 was not opened. The statute governs when a federal agency's payment is due. It is not a report a company files about how fast it pays its own suppliers. The lawyer decides whether any interest follows. The list does not.
