- How AI is used
- Build a chronology of the solicitation, the award notice, any debriefing date offered, and the dates the lawyer supplies. Draft no ground of protest.
- What the lawyer must review
- A GAO protest of a solicitation impropriety apparent before the closing time is filed before that time (4 C.F.R. § 21.2(a)(1)). Other protests are filed within 10 days after the basis is known or should have been known, except that, where a required debriefing is requested, a protest on a basis known before or as a result of the debriefing is filed not before the debriefing date offered and not later than 10 days after the debriefing is held. Under 31 U.S.C. § 3553(d), if the agency receives notice of a protest in the period from award until the later of 10 days after award or 5 days after the debriefing date offered, the contracting officer may not authorize performance to begin, or must direct the contractor to stop, unless the head of the procuring activity makes the written finding the statute requires and the Comptroller General is notified. The lawyer writes the protest. GAO describes a bid protest as a challenge to the terms of a solicitation or the award of a federal contract.
