- How AI is used
- Record each question, the date it was received, and the answer the contracting officer has approved. If that answer changes a requirement or a term, mark the row for an amendment. Do not write an answer the contracting officer has not approved and do not issue the amendment.
- What the lawyer must review
- FAR 15.206 provides that when, either before or after receipt of proposals, the Government changes its requirements or terms and conditions, the contracting officer shall amend the solicitation. Amendments issued before the time and date for receipt of proposals shall be issued to all parties receiving the solicitation. Amendments issued after that time shall be issued to all offerors that have not been eliminated from the competition. If, in the contracting officer's judgment, an amendment proposed after offers have been received is so substantial that additional sources likely would have submitted offers had its substance been known, the contracting officer shall cancel the original solicitation and issue a new one. Oral notices may be used when time is of the essence. The contracting officer shall document the contract file and formalize the notice with an amendment. At a minimum, an amendment should include the name and address of the issuing activity, the solicitation number and date, the amendment number and date, the number of pages, a description of the change, the Government point of contact, and any revision to the closing date. The tool logs what the contracting officer has approved. It does not decide that a change is substantial enough to require cancellation.
