What the lawyer must review
34 U.S.C. § 20102 sets conditions for a state crime-victim compensation program that receives a federal grant. An eligible program offers compensation for medical expenses attributable to a physical injury, including mental-health counselling and care, loss of wages attributable to a physical injury, and funeral expenses attributable to a death. It also has conditions on cooperation with law enforcement, with exceptions, on not using the grant to supplant state funds, and on not denying a claim solely because of a family or household relationship except as the unjust-enrichment rules allow. Caps, time limits and appeal paths are not in § 20102. They are the state's program. The Office for Victims of Crime state page points to those programs and does not itself list the rules. Crime-victims' rights in 18 U.S.C. § 3771 are a different statute. You write any reply that describes what happened.
