Record whether the notice is nonjudicial punishment for a minor offense, the number of days of restriction or suspension, and the grade of the officer. Do not draft the advice.
What the lawyer must review
10 U.S.C. § 815 authorises restriction to specified limits, with or without suspension from duty, as nonjudicial punishment for a minor offense. On officers of the command the period is not more than 30 consecutive days, or not more than 60 consecutive days if imposed by an officer exercising general court-martial jurisdiction or an officer of general or flag rank. On other personnel it is not more than 14 consecutive days, or not more than 60 consecutive days if imposed by an officer of the grade of major or lieutenant commander or above. Except for a member attached to or embarked in a vessel, the member may demand trial by court-martial before the punishment is imposed. 10 U.S.C. § 832 is the preliminary hearing if charges are referred to a general court-martial. You decide whether the notice is this punishment or some other suspension, and you write the advice. The text opened does not state a free-standing administrative suspension power.
