- How AI is used
- For each file, list the client, the problem in the file's own words, and whether the work described is advice, a limited action, a settlement, an agency decision, a court decision, or extensive service. Note a second file for the same client and the same problem. Do not assign a closure category or a problem code.
- What the lawyer must review
- You assign any closure category and any problem code that is reported. 45 CFR § 1635.2(a) defines a case as a form of program service in which a recipient employee provides legal assistance to one or more specific clients, including representation in litigation, administrative proceedings, and negotiations, and advice, brief services, and transactional assistance. A matter is an action that contributes to program services but does not involve direct legal advice to or representation of a specific client. The 2017 Case Service Reporting Handbook applies to cases under its section 2.1 and § 1635.2(a). It does not apply to matters, which are reported as Other Services. A case may be recorded only if the client meets the eligibility requirements, the case is within program priorities or is an accepted emergency, the program has accepted the client, the assistance meets a closure category, the assistance is a permissible use of LSC funds, and the problem is one for which LSC funds may be used. The same client and the same legal problem are not reported more than once. Where more than one type of assistance is given in the same calendar year for essentially the same problem, only the highest level is reported. The opened closure categories are Counsel and Advice, Limited Action, Negotiated Settlement Without Litigation, Negotiated Settlement With Litigation, Administrative Agency Decision, Court Decision, Other, and Extensive Service. Chapter IX assigns one numeric legal-problem code to each closed case. The grant term is typically 1 January through 31 December. After it ends, LSC provides 45 days to close cases in which assistance has ceased and is not likely to resume. Case-service information is reported in the Grant Activity Report submitted in the first quarter of the following year. The executive director, or a designee, reviews the report before submission.
