Screen proposals for conformance before the responsibility determination
Key facts
- Human involvement
- YellowClose supervision
- How AI is used
- Check each proposal against the solicitation instructions the lawyer loads and flag missing items. Do not determine that an offeror is responsible.
- What the lawyer must review
- FAR 9.104-1 states the general standards for a responsibility determination: adequate financial resources, ability to meet the schedule, a satisfactory performance record, a satisfactory record of integrity and business ethics, the necessary organization, experience, controls and skills, the necessary equipment and facilities, and being otherwise qualified and eligible. A lack of relevant performance history alone does not make a prospective contractor nonresponsible, except as FAR 9.104-2 provides. The contracting officer makes the determination. The tool only flags gaps against the checklist.
