Estimate the value of an action before the method is chosen
Key facts
- Human involvement
- YellowClose supervision
- How AI is used
- From the draft action, add the dollar value of every option the draft already states, and note any maximum quantity, ceiling price, or price that depends on a future event. Do not choose the method and do not split the buy into parts.
- What the lawyer must review
- The lawyer estimates the value before the threshold test is applied. FAR 1.108(c) says that, unless otherwise specified, a dollar threshold is the final anticipated dollar value of the action, including the dollar value of all options. If the action sets a maximum quantity, a ceiling price, or a final price based on future events, that value must be the highest final priced alternative to the Government, including all options. FAR 19.502-2 then uses that anticipated dollar value to decide whether the buy is above the micro-purchase threshold and whether it is over the simplified acquisition threshold. The opened pages do not state those dollar amounts.
