Draft evaluation factors and a scoring sheet from the requirements
Key facts
- Human involvement
- YellowClose supervision
- How AI is used
- Turn the lawyer's statement of requirements into a draft list of evaluation factors and a blank scoring sheet. Do not assign weights the lawyer has not stated.
- What the lawyer must review
- FAR 15.304 requires the award decision to rest on evaluation factors tailored to the acquisition. Price or cost to the Government is evaluated in every source selection, subject to the exception FAR 15.304(c)(1)(ii) states for certain solicitations by DoD, NASA and the Coast Guard. Quality is addressed through one or more non-cost factors. Unless that exception applies, the solicitation states whether all factors other than cost or price, combined, are significantly more important than, approximately equal to, or significantly less important than cost or price. The contracting officer approves the factors. Check them against the FAR version in the solicitation. State and local procurements are not the FAR.
