Check signed procurement declarations against the procurement papers

How AI is used
List each signed declaration, the person who signed it, the role the procurement papers show for that person, and any interest the declaration itself states. Do not decide that a conflict exists and do not clear a person to take part.
What the lawyer must review
FAR 3.104-3 restricts knowing disclosure and knowing obtaining of contractor bid or proposal information and source selection information before award, other than as provided by law. FAR 9.505 requires each contracting situation to be examined on its particular facts. The two principles stated in that section are preventing conflicting roles that might bias a contractor's judgment, and preventing unfair competitive advantage, including proprietary information obtained from a Government official without proper authorization and source selection information that is not available to all competitors. A signed declaration is one paper in that examination. It does not conclude the examination. The contracting officer, not the tool, decides whether a significant potential conflict exists and what means, if any, resolves it.
