List the court that entered the judgment, the date of entry, whether the file shows finality by appeal or by expiration of the time to appeal, and whether a certified copy is already in the file. Do not prepare the registration papers.
What the lawyer must review
Section 1963 lets a judgment for the recovery of money or property entered in a court of appeals, a district court, a bankruptcy court, or the Court of International Trade be registered by filing a certified copy in any other district. A private judgment may be registered when it has become final by appeal or by expiration of the time for appeal, or when the court that entered it orders registration for good cause shown. A judgment in favor of the United States may be registered any time after entry. The registered judgment has the same effect as a judgment of the district where it is registered and may be enforced in like manner. The section says its procedure is in addition to other procedures provided by law. It is not a statute for registering a state-court judgment in another state. Rule 69 then governs enforcement of the registered judgment as a money judgment of that district.
