From the description of the decision, list which subject the file names and whether the file says the system makes the decision or assists in it and can alter the outcome. Do not write the conclusion.
What the lawyer must review
The lawyer writes the conclusion. Section 6-1-1701(9)(a) defines a high-risk artificial intelligence system as one that, when deployed, makes, or is a substantial factor in making, a consequential decision. A consequential decision has a material legal or similarly significant effect on the provision or denial to a consumer, or the cost or terms, of education, employment, a financial or lending service, an essential government service, health-care services, housing, insurance, or a legal service. A substantial factor assists in making the decision, is capable of altering the outcome, and is generated by an artificial intelligence system. The definition also includes use of a system to generate content, a decision, a prediction, or a recommendation that is used as a basis for the decision. The lawyer decides whether an exclusion in section 6-1-1701(9)(b) applies.
