How AI is used
Index the statement against the topics in 42 USC section 4332(C): impacts, unavoidable adverse effects, alternatives including no action, the relationship between short-term uses and long-term productivity, and any irreversible commitments. Flag gaps. Do not rewrite the statement.
What the lawyer must review
Section 4332(C) requires, for a major federal action significantly affecting the quality of the human environment, a detailed statement on those topics, including a reasonable range of alternatives that are technically and economically feasible and meet the purpose and need, and an analysis of the no-action alternative. Before the statement, the lead agency consults agencies with jurisdiction or special expertise, and the statement and comments are made public. The Federal Register final rule of 8 January 2026 adopts, without changes, the removal of all iterations of CEQ's NEPA regulations from the Code of Federal Regulations. Review the statement against section 4332 and the lead agency's own procedures. Opinion 512: a summary of an environmental statement is not a substitute for reading the sections you will rely on.
