- The FTC program page notice of 19 March 2026 says the court of appeals denied a stay, the judgment vacating the new form is effective, and the agencies accept filings on the Form and Instructions in place before 10 February 2025. They also accept the 10 February 2025 form if a filer chooses to submit it. The thresholds that took effect on 17 February 2026 are on the thresholds page. The lawyer completes the form. Formal Opinion 512 and Model Rule 1.1 apply to any generative draft.
