The lawyer decides sufficiency. 8 U.S.C. § 1229(a)(1) lists those specifications for a notice to appear in proceedings under section 1229a. Service is in person, or by mail if personal service is not practicable. 8 C.F.R. § 1003.38 is the later Board appeal from an immigration judge's decision, not a substitute for the notice. The consequences of failing to appear are in section 1229a(b)(5), which was not opened, so those consequences are not described. The tool does not decide that the notice is valid.
