- What the lawyer must review
- The lawyer decides whether the request documents meet paragraphs 10.6 to 10.8. They must include a complete description of the procurement, including nature, scope and quantity or, where quantity is unknown, the estimated quantity, and any requirements, specifications, conformity certification, plans, drawings or instructional materials; any conditions for participation, including financial guarantees and the information and documents suppliers must submit; any minimum content and format requirements; the evaluation criteria and, if applicable, their relative importance; any intention to negotiate; any dates for delivery, taking account of complexity; and any other relevant terms. Paragraph 10.7 says the entity need not release confidential information, information sensitive to essential security, or information that may impede competition. Paragraph 10.8 says potential suppliers and tenderers must be dealt with fairly and without discrimination when information is provided before or after the approach, that a reasonable request for relevant information must be answered promptly, and that the answer must not give a supplier or a group an unfair advantage.

Checklist
- Mark an item missing when the documents do not contain it. Do not fill the gap.
- A quantity that is unknown still needs the estimated quantity. Paragraph 10.6 says so.
- Answer a supplier's question only with the text the lawyer approves. Paragraph 10.8 requires a prompt reply that does not advantage one supplier.
