Compare a contracting officer's decision with the claim that was submitted
Key facts
- Human involvement
- YellowClose supervision
- How AI is used
- Set the decision beside the claim and list each amount or reason that appears in one and not the other, with the page. State no ground of appeal.
- What the lawyer must review
- Section 7103(e) requires the decision to state the reasons and to inform the contractor of the rights in the chapter. Findings of fact are not required and, if made, are not binding in a later proceeding. Section 7104(a) is 90 days from receipt to appeal to the agency board. Section 7104(b) is 12 months from receipt to file in the Court of Federal Claims, or in a district court if the claim is against the Tennessee Valley Authority. The comparison shows differences. You decide whether any difference is a ground, and which clock applies.
