How AI is used
From the dates the lawyer marks, calculate the receipt clocks for the one regime the lawyer names: Virginia private, Virginia public, or a federal agency acquisition. State the day the opened section uses as the start of that clock. Do not serve a payment claim and do not invent a national service day.
What the lawyer must review
No section opened here sets one national day on which a progress-payment claim may be served. The clocks that were opened run from receipt. Under Virginia Code § 11-4.6 the private owner's 60-day payment and 45-day withhold notice run from receipt of the general contractor's invoice, and the subcontractor's 60-day limb and 50-day withhold notice run from receipt of the subcontractor's invoice. The seven-day limb runs from receipt of amounts paid upstream. Under Virginia Code § 2.2-4354 the 60-day payment runs from receipt of the subcontractor's invoice, and the seven-day pay-or-notify duty runs from receipt of amounts paid by the state agency or local government. Under 31 U.S.C. § 3903 the federal interest clock for an approved progress payment runs from receipt of the payment request by the place or person the agency designates to receive it, and is 14 days unless the solicitation states a longer period for inspection. You decide which regime the contract is in and whether a claim may go out on the day in question.
