Submission objecting to (or commenting on) a NSW development application during public exhibition, organised by the s 4.15 matters the consent authority must consider, with evidence, proposed conditions and the donations disclosure.

## Key facts

- Kind: Letter. A letter or email you adapt and send.
- Practice area: [Planning & Environment](https://ailawframework.com/precedents/planning-and-environment.md)
- Jurisdictions: New South Wales
- AI level: Yellow. AI can help in set ways. A lawyer checks specific points before use.
- Law stated as at: 2026-10-17
- Status: Maintained. Checked on 2026-10-17 against the 5 authorities it cites, for New South Wales.

## When to use it

Use for a client (neighbour, community group or business) who wants to object to or comment on a development application on exhibition. Lodge before the exhibition period ends. Objectors to designated development should also note their appeal rights.

## How AI may be used

AI may map the client's concerns to the s 4.15 matters and the planning controls and draft the letter; every factual claim about the site and the proposal must be checked against the DA documents.

**AI may:**

- Map the client's concerns to the s 4.15 heads and the relevant LEP and DCP controls, with references.
- Compare the DA plans' figures with the controls and flag possible non-compliances for checking.
- Draft the letter and proposed conditions in a measured tone.

**AI must not:**

- Must not state facts about the site, measurements or impacts that are not in the DA documents or the client's evidence.
- Must not draft personal attacks on the applicant or defamatory statements.
- Must not omit the political donations disclosure where it applies.

**The lawyer checks:**

- Each claimed non-compliance is checked against the current instrument and the plans.
- The submission is lodged by the exhibition closing date in the way the council requires.
- The client understands that submissions are usually published and may be provided to the applicant.
