A structure and checklist for a licensee’s written submission showing cause why the Authority should not take disciplinary action on a complaint: grounds answered one by one, remedial steps, character and compliance history, and submissions on any action and penalty.

## Key facts

- Kind: Letter. A letter or email you adapt and send.
- Practice area: [Liquor, Gaming & Wagering Licensing](https://ailawframework.com/precedents/liquor-gaming-and-wagering-licensing.md)
- Jurisdictions: New South Wales
- AI level: Red. Keep AI out of the decisive steps. A lawyer does the work.
- Law stated as at: 2026-10-18
- Status: Maintained. Checked on 2026-10-18 against the 3 authorities it cites, for New South Wales.

## When to use it

Use when the Independent Liquor & Gaming Authority gives a licensee, manager or close associate a show cause notice on a complaint made by the Secretary, the Commissioner of Police or another complainant. Diary the time the notice allows for submissions on the day it arrives.

## How AI may be used

The lawyer writes the submission; AI may only index the complaint material, build a chronology and compliance history from records, and check the submission’s references, because every sentence goes to a regulator deciding whether to cancel or suspend a licence.

**AI may:**

- Index the complaint, the evidence served and the licensee’s records, and build a chronology of the incidents alleged
- Compile the licensee’s compliance history (incident registers, RSA records, past warnings, audits) into a table for the lawyer
- Check that every document referred to in the submission is annexed and correctly described

**AI must not:**

- Must not draft any part of the submission, including admissions, denials, explanations or submissions on penalty
- Must not prepare or outline any statutory declaration or witness statement for staff or the licensee
- Must not put CCTV, police material or staff records into a tool that retains or trains on them

**The lawyer checks:**

- Each ground in the notice is identified against s 139(3) and answered: admitted, admitted with explanation, or denied with evidence
- The submission is lodged within the time the Authority specified and meets any requirements it set (s 140(4))
- Remedial steps described have actually been taken and are evidenced
- Submissions on action address the range of powers in s 141 and any circumstances of aggravation alleged
