## Key facts

- Kind: Form. A form to complete, or a guide to completing an official one.
- Practice area: [International Trade, Customs & Sanctions](https://ailawframework.com/precedents/international-trade-customs-and-sanctions.md)
- Jurisdictions: Commonwealth
- AI level: Yellow. You and the tool draft together, with you directing. You check every statement you rely on.
- Law stated as at: 2026-10-22
- Status: Maintained. Checked on 2026-10-22 against the official form at abf.gov.au and the authority it cites, for Commonwealth.

## When to use it

Use when air or sea cargo is valued at AUD1,000 or less and is not international mail or a carnet. An Import Declaration (N10) is the declaration for home-consumption goods over AUD1,000. Form B444 is the tariff concession objection, and it is a different form.

## Used for these tasks

## How AI may be used

AI may sort a consignment of AUD1,000 or less into the self-assessed clearance type the import-declarations page describes; the lawyer or the person with Integrated Cargo System access lodges it.

**AI may:**

- Record value, arrival mode, and whether the goods are mail, a carnet, alcohol, tobacco, or goods that need a permit
- State which of the three self-assessed clearance types the page points to from those facts
- List the short-format particulars the page names, and any that are missing

**AI must not:**

- Must not lodge a self-assessed clearance declaration
- Must not call Form B444 a self-assessed clearance form
- Must not treat a word as inside or outside the self-assessed clearance thesaurus. That file was not opened

**The lawyer checks:**

- The goods arrive by air or sea, and the value is AUD1,000 or less
- Mail and carnets are outside a self-assessed clearance
- Goods that need a permit use an N10 or a long-format self-assessed clearance
- A cargo-report declaration is available only if the cargo reporter can make the three statements on the page
