## When to use it

Use when an official needs a record of the financial and non-financial matters that must be considered, without a score or a ranking. The official's satisfaction that value for money is achieved is not written here.

## How AI may be used

AI may place a fact from the submission next to a paragraph 4.5 or 4.6 matter the principal names, and must not score, rank, or say that value for money is achieved.

**AI may:**

- List the matters in paragraphs 4.5 and 4.6
- Place a passage the principal has marked from a submission next to the matter the principal names

**AI must not:**

- Must not score, weight, or rank a submission
- Must not say the procurement achieves value for money, or that the official is satisfied
- Must not drop a non-financial matter because the price is lower
- Must not decide the economic-benefit consideration in paragraph 4.7

**The lawyer checks:**

- The official is satisfied, after reasonable enquiries, before any decision that value for money is achieved
- Price is not treated as the sole factor
- Paragraph 4.7 is considered where the value is above $1 million, or $7.5 million for construction services, and the procurement is not covered by Appendix A and is not from a standing offer
- The record stays free of scores
