Mapping template that ties each requirement of a provider's regulatory standards (the 2025 Standards for RTOs or the HESF 2021 domains) to the policy, procedure, owner and evidence that meets it, with gaps, risk ratings and a remediation plan.

## Key facts

- Kind: Checklist. Steps or checks to work through and tick off.
- Practice area: [Education Law](https://ailawframework.com/precedents/education-law.md)
- Jurisdictions: Australia, Commonwealth
- AI level: Yellow. AI can help in set ways. A lawyer checks specific points before use.
- Law stated as at: 2026-10-18
- Status: Maintained. Checked on 2026-10-18 against the 2 authorities it cites, for Australia and Commonwealth.

## When to use it

Use when advising a registered training organisation or higher education provider before registration renewal, a regulator audit or assessment, a change to the standards, or after a complaint or regulatory finding, to show where each requirement is met and what is missing.

## Used for these tasks

## How AI may be used

AI may extract the provider's policies into the map and suggest which standard each one addresses; the lawyer checks every mapping against the current standards text and decides the gaps and risk ratings.

**AI may:**

- List the provider's policies and procedures with owner, version and review date
- Suggest, for each requirement of the current standards, the policy clauses that appear to address it, quoting them
- Flag requirements with no matching policy or no evidence record

**AI must not:**

- Must not paraphrase or summarise a standard from memory; requirements must be quoted from the current instrument
- Must not conclude that a requirement is met or that the provider is compliant
- Must not assign risk ratings or remediation priorities

**The lawyer checks:**

- The version of the standards used is current, including recent amendments (for example the HESF amendments of 14 July 2026)
- Each mapping is checked against the policy text and the evidence of how it operates in practice, not just its existence
- Gaps, risk ratings and remediation owners and dates are agreed with the provider
