Checklist for a space activity from or to Australia: which approval is needed (launch facility licence, launch permit, high power rocket permit, overseas payload permit, return authorisation or authorisation certificate), grant criteria, debris and insurance.

## Key facts

- Kind: Checklist. Steps or checks to work through and tick off.
- Practice area: [Aviation, Drones & Space](https://ailawframework.com/precedents/aviation-drones-and-space.md)
- Jurisdictions: Australia, Commonwealth, International / cross-border
- AI level: Yellow. AI can help in set ways. A lawyer checks specific points before use.
- Law stated as at: 2026-10-18
- Status: Maintained. Checked on 2026-10-18 against the 4 authorities it cites, for Australia, Commonwealth and International / cross-border.

## When to use it

Use at the planning stage for a launch operator, launch facility, payload owner, high power rocket operator or an Australian involved in an overseas launch, and again before lodging. Read the applicable Rules and the Australian Space Agency’s current guidance before filling in any application.

## Used for these tasks

## How AI may be used

AI may map the client’s mission description to the approval types and assemble the application document list from the Rules; the lawyer confirms which approvals are needed and settles every statement of fact, risk and insurance in the application with the client’s technical team.

**AI may:**

- Extract mission facts (launch site or aircraft, vehicle, payload, return location, operators) from the client’s mission description into Part A
- List the documents the applicable Rules require for the approval type and track what the client has supplied
- Cross-check names, entities and dates across the application, insurance evidence and technical documents

**AI must not:**

- Must not decide which approval applies or that no approval is needed
- Must not write the safety, debris mitigation or risk analysis, or state that risk is as low as reasonably practicable
- Must not handle export-controlled, defence-related or commercially sensitive technical data outside an approved environment

**The lawyer checks:**

- Each planned activity has been matched to the offence provision it would otherwise breach (ss 11 to 15A) and the approval that authorises it
- The application meets the applicable Rules, and the permit application includes a debris mitigation strategy addressing the prescribed matters (s 34)
- Insurance or financial requirements under Division 7 can be met for the holder and for the Commonwealth’s exposure
- Security, defence, international relations and foreign launching State issues (including any liability agreement) are identified early
