| What the lawyer must review | 36 USC 220541(a)(1)(B): the United States Center for SafeSport exercises jurisdiction over the corporation and each national governing body with regard to safeguarding amateur athletes against abuse, including emotional, physical, and sexual abuse, in sports. Subsection (a)(1)(C) requires an office for education and outreach that develops training, oversight practices, policies, and procedures to prevent that abuse of amateur athletes participating in amateur athletic activities through national governing bodies. Subsection (a)(1)(D) requires mechanisms for the reporting, investigation, and resolution, pursuant to subsection (c), of alleged sexual abuse in violation of the Center's policies and procedures. Subsection (c) was not read as a completed procedure. 36 USC 220542(a)(1) requires the Center to develop training, oversight practices, policies, and procedures for implementation by a national governing body to prevent the abuse of any amateur athlete. Subsection (a)(2)(A) requires those policies to include a requirement that all adult members of a national governing body or a facility under the jurisdiction of a national governing body, and all adults authorized by such members to interact with an amateur athlete, report immediately any allegation of child abuse of an amateur athlete who is a minor to law enforcement consistent with section 226 of the Victims of Child Abuse Act of 1990 (34 USC 20341), and to the Center, whenever such members or adults learn of facts leading them to suspect reasonably that an amateur athlete who is a minor has suffered an incident of child abuse. Subsection (a)(2)(B) requires the Center to report immediately to law enforcement, consistent with that section 226, any allegation of child abuse of an amateur athlete who is a minor, including a report submitted to the Center by a minor or by a person who is not otherwise required to report. Section 226 was not opened. Subsection (a)(2)(F) requires reasonable procedures to limit one-on-one interactions between a minor amateur athlete and an adult who is not the minor's legal guardian at a facility under the jurisdiction of a national governing body, without being in an observable and interruptible distance from another adult, except under emergency circumstances. The 72 hours in subsection (a)(2)(D)(ii) is the period after which, if law enforcement declines or fails to respond, the Center's restriction on notifying an alleged perpetrator changes. It is not a deadline for the adult member's first report. Definitions of the corporation, national governing body, amateur athlete, and child abuse were not opened. Do not say every local club is covered. |

## Checking plan

- What the AI does: List whether the club sits inside a national governing body, and which of the opened SafeSport duties the file already shows. Do not write a safeguarding policy.
- Basis: Checked against the linked sources on 22 October 2026. Confirm the current instrument before reliance.

## Notes

- Do not invent a criminal offence from section 226. That section was not opened.
- Stop the list if the club is not the corporation, a national governing body, or a facility under a national governing body's jurisdiction. Those definitions were not opened, so the lawyer decides coverage.
