## How this work usually runs

A liquor licensing matter usually starts with a business plan: a new restaurant, small bar, hotel or bottle shop, a change of trading hours, a relocation or a transfer. The lawyer identifies the right licence type and authorisations, then the application path under the local statute, such as the Liquor Act 2007 (NSW), the Liquor Control Reform Act 1998 (Vic), the Liquor Act 1992 (Qld) or the Liquor Control Act 1988 (WA). Many applications must be notified or advertised, and the higher-risk ones need a community impact submission: a Statement of Risks and Potential Effects in New South Wales, a community impact statement in Queensland with a profile of the community and the sensitive facilities within 200 metres, or a public interest assessment in Western Australia that addresses harm, amenity and the effect on people who live and work nearby. The lawyer builds the locality profile from official records, documents any consultation, settles the proposed controls such as plans of management, security and trading conditions, and lodges the application. Police, council and community objections follow; in Victoria councils have 30 days from the public notice to object, and in Western Australia objections must rest on the grounds in s 74. The lawyer indexes the objections, responds to each, and negotiates conditions. After grant the work is compliance: a calendar of conditions, approvals and renewals, training and incident registers, and responses when the regulator issues a penalty notice, takes remedial action or brings a disciplinary complaint, which in New South Wales goes to the Independent Liquor & Gaming Authority and can carry demerit points. Wagering clients add a Commonwealth layer: the Interactive Gambling Act 2001 bans some online services and their advertising, every licensed wagering provider must exclude people on BetStop from betting, new accounts and marketing, and the 2026 reforms add advertising, inducement and commission restrictions from 1 January 2027.

## Why licensing is its own area

Liquor and gaming licensing is a regulated practice of its own, run by specialist licensing lawyers for hotels, clubs, restaurants, small bars, bottle shops and wagering operators, under a liquor statute in every State and Territory and a Commonwealth online gambling law. The AI questions are specific: much of what an applicant lodges describes a community and its risks and is published or relied on by the regulator, objectors and police, so a tool that invents a consultation result, a sensitive facility or a statistic puts a false statement before the regulator.

## Name the local instrument and its test

The same work produces a Statement of Risks and Potential Effects in New South Wales, a community impact statement under Guideline 38 in Queensland, a public interest assessment under the Liquor Control Act 1988 in Western Australia, and a referral to council with a 30-day objection window in Victoria. Each has its own content requirements and its own test. Work from the regulator's current form and guideline for the State where the premises are.

## Every fact about the locality needs a source

Sensitive facilities, nearby licensed premises, crime and health data and the results of consultation must come from records the lawyer can produce. In Western Australia the completed public interest assessment is made publicly available. Keep a source note for every fact in a community impact submission and never let a tool fill a gap with a plausible description.

## Online wagering law changes on 1 January 2027

The Interactive Gambling Amendment (Gambling Reform) Bill 2026 passed on 19 August 2026, and most of its reforms start on 1 January 2027: restrictions on gambling advertising, a global opt-out register, limits on direct marketing of inducements to new account holders in their first 14 days, to people who left BetStop in the last 3 months and to customers identified as at risk, and a ban on commissions to staff or affiliates based on customer activity. Advice and reviews before and after that date must say which rules they apply.
