| How AI is used | From the requiring document, record whether the need is supplies or services, and list any mandatory source the file already says was checked. Do not decide that an exception applies. |
| What the lawyer must review | The lawyer decides whether FAR 8.002 requires a mandatory source before an open solicitation. Except as required by FAR 8.003, which was not opened, or as otherwise provided by law, agencies shall satisfy requirements from the mandatory sources in descending order. For supplies that order is the requiring agency's own inventories, excess from other agencies, Federal Prison Industries, supplies on the Procurement List of the Committee for Purchase From People Who Are Blind or Severely Disabled, then wholesale sources such as GSA stock programs, the Defense Logistics Agency, the Department of Veterans Affairs, and military inventory control points. For services, the mandatory source named on the page is services on that same Procurement List. The statutory obligation for Procurement List items also applies when a contractor buys them for Government use. Other sources may be used as prescribed in the regulations the section cites, including unusual and compelling urgency. Those regulations were not opened. |

## Checking plan

- What the AI does: From the requiring document, record whether the need is supplies or services, and list any mandatory source the file already says was checked. Do not decide that an exception applies.
- Basis: Checked against the linked sources on 22 October 2026. Confirm the current instrument before reliance.

## Notes

- This is a priority of sources, not a standing panel the buyer may join later. FAR 6.101 full and open competition applies to the solicitation that remains after the mandatory-source order is applied.
- Do not name a contract vehicle. None is named in the opened section.
