| How AI is used | Against each item FAR 15.203 requires in a competitive request for proposals, mark whether the document contains it and copy the heading where it appears. Do not decide that the solicitation is complete. |
| What the lawyer must review | The lawyer decides whether a competitive request for proposals meets FAR 15.203(a). It shall at a minimum describe the Government's requirement, the anticipated terms and conditions, the information required in the proposal, and the factors and significant subfactors that will be used to evaluate the proposal and their relative importance. FAR 15.101-1(b) adds, for a tradeoff, that the solicitation shall state whether all factors other than cost or price, combined, are significantly more important than, approximately equal to, or significantly less important than cost or price. If electronic commerce will be used, FAR 15.203(c) says the request shall specify the method. A letter request and an oral request have the shorter contents the same section describes, and an oral request does not remove the other FAR requirements. Subpart 15.2 beyond this section was not opened. |

## Checking plan

- What the AI does: Against each item FAR 15.203 requires in a competitive request for proposals, mark whether the document contains it and copy the heading where it appears. Do not decide that the solicitation is complete.
- Basis: Checked against the linked sources on 22 October 2026. Confirm the current instrument before reliance.

## Notes

- This is the negotiated request-for-proposals list in FAR 15.203. It is not a sealed-bid invitation list. FAR part 14 was not opened.
- A Texas request has its own contents rule in Government Code section 2155.075, which is a different instrument.
