Section 3106.41 requires that transfer to be filed on a current form approved by the Director. A private royalty, streaming, or offtake contract can create obligations the regulations do not. The lawyer decides whether the draft is only a payment out of production or is an assignment of record title or operating rights. 30 U.S.C. § 226 is the leasing statute for the underlying federal lease.
